In general, it is generally accepted that the system issues such notifications only after uninstalling some software, when it was previously notified that the remnants will be deleted after a full restart of the computer, but the user has not produced it.
For example, the situation when there is an attempt to delete a folder.“Can't find item” is the most common message when the main components of the program have been uninstalled, but they are still displayed in Explorer, and the user, so to speak, tries to get rid of them manually for reliability. In this sense, Windows is far from perfect. It is clear that when manually deleting a file from the hard disk, it does not go anywhere (the first letter simply changes its name to an unreadable “$” character, after which the deleted object is not recognized by the system.
But after the application is removed by its own means of the system, the uninstallers of the programs themselves (files like Unistall.exe) may also be located in the remaining directories, which should be deleted automatically, but not deleted, although the system uninstaller reports that the application is completely uninstalled. In this case, the first solution is to restart the system. Perhaps the desired file or folder will really disappear after a reboot.

It is possible that the files and directories that are visible when entering the user account have been deleted at the administrator level without rebooting (during a normal user change).Or maybe the user simply does not have extended rights.
