Alexander Reimer is the ex-head of the FPS. This man spent a lot of reforms, was promoted to the rank of colonel-general, is a candidate of law. But not everything is so radiant in the career of Alexander Reimer. His fate was rather sad. In 2017, he was convicted of embezzling a large amount of money and sentenced to eight years in prison.

Biography of Alexander Reimer

Alexander was born on April 6, 1958 in the small village of Staritskoye, Belyaevsky District, Orenburg Region. The village was founded by the Germans, who were expelled from the Volga region in 1914.

Alexander Reimer's mother worked as a teacher in a rural school, and her father worked as a tractor driver on a local collective farm. In addition to Alexander, the parents had two more children.The fellow villagers spoke extremely well of the Reimer family. One and all said that they were decent and honest people.

Head of the FPS

Alexander graduated from nine classes at a local school, after which he went to work as a mechanic to help his relatives. A year after graduation, he entered the High School of Police, which he successfully graduated in 1979.

About Alexander Reimer's family, his wife and children, virtually nothing is known.

Career

Career Reimer began immediately after graduating from the High School of Police. After graduation, he entered the service of the police. He worked as an inspector of criminal investigation, a senior inspector, head of the operational-search department. He quickly climbed the career ladder. According to official sources, Reimer was promoted three times in one year (1985).

Since 1985, he was sent to the Orenburg region to work as an operative. A year later, he became deputy head of the ITT. In 1989, Aleksandr Aleksandrovich was promoted and became head of the police department of the Gai district of the Orenburg region. He worked in this position until 1993.

General Reimer

The next eight years, Reimer served as chief of the police department of the city of Orsk, after which in 2001 he became deputy chief of the police department of the Orenburg region, and after a while - his chief.

The promotions only had time to fall on Alexander Reimer's head. In 2006, he received the position of head of the Main Directorate of the Ministry of Internal Affairs in the Samara Region. A year later, Raymer was awarded the rank of lieutenant-general, and after 3 years and the rank of colonel-general.

In recent years of service, Alexander Reimer worked as the head of the FPS. He was relieved of his post in 2012.

Charges against Reimer

On March 29, 2013, the Investigative Committee of the city of Moscow opened a criminal case on fraud on a particularly large scale. The main persons involved in the criminal case were several persons holding managerial positions in the Federal Penitentiary Service (FSIN) and in the Communications Engineering Center.

Court hearing

Senior officials were accused of embezzlement of the state budget, misappropriation of state funds that were intended for the purchase of electronic bracelets.The bracelets were intended for people under house arrest.

The main suspects were the director of the Communications Engineering Center Viktor Odersenov, the head of the FPS Alexander Reimer and his deputy Nikolay Krivolapov, as well as the head of the Samara firm Meta Nikolay Martynov, who was directly involved in the manufacture of bracelets.

Criminal case

After the charges were filed, investigative measures began. As a result of the checks, it was possible to establish that Alexander Reimer and Nikolay Krivopalov are the founders of the Center for Engineering and Technical Support for Communications. The contract for the supply of electronic bracelets between the Federal Penitentiary Service and the CITOS was concluded without any reason. The leaders of the FPS did not consider it necessary to hold a public auction.

As a result, five contracts with a total value of more than 3.3 billion rubles were concluded between the FSIN and CYTOS.

First inconsistencies

The problems started from the moment when it turned out that the CITOS does not have the capacity to produce bracelets. After that, the right of production was transferred to the Samara company "Meta". Later it turned out that the new company was not able to fulfill the terms of the contract.As a result, the bracelets were produced by other third-party commercial enterprises. Products as a result of testing were of inadequate quality; they could not process the GLONASS signals. Accordingly, it was not possible to use bracelets for their intended purpose. Moreover, the price of the product was inflated 5 times. Instead of the declared 19 thousand rubles, the cost of the bracelet increased to 129 thousand.

Damage to the state

As a result of various inspections conducted by employees of the Investigative Committee of the city of Moscow, it was found out that the total damage incurred by the state amounts to more than 2.7 billion rubles.

Employees of the Investigative Committee found more than 2 billion rubles on the account of the Samara firm "Meta", most of the amount was lost. It was also possible to establish that Alexander Alexandrovich Reimer received more than 150 million rubles from Nikolai Martynov. It was a payment for services rendered and aiding in fraud.

Detention

March 31, 2015 Reimer charged with fraud with the use of official position for personal selfish purposes.The decision to arrest Reimer was made on the same day by the Presnensky Court of the city of Moscow. On May 6 of the same year, the Presnensky Court issued a decision on the arrest of Alexander Alexandrovich Reimer's bank accounts. On his accounts was more than 15 million rubles.

Trials

In addition to the main accusation, Reimer was presented with one more: "Abuse of official authority, which led to serious consequences." This charge was later dropped. Investigative activities ended February 18, 2016. A month later, the Federal Penitentiary Service filed a lawsuit against the former head of the Federal Penitentiary Service, Alexander Reimer, for compensation for material damage in the amount of 3 billion rubles.

Trial

The trial, which was conducted in the criminal case of Alexander, was quite protracted. Despite the fact that neither Reimer nor his accomplices confessed to the commission of a criminal act and the embezzlement of state funds on a large scale, representatives of Themis were relentless and sentenced Reimer to eight years in prison. On August 12, 2016, Alexander Reimer was finally charged under Art. 159 h. 4. and Art. 285 h. 3.

The closed trials began on August 23, 2016. And on August 30 of the same year, the Zamoskvoretsky court began consideration of the case. Suspects stubbornly refused to confess. At the court hearing, which was held on May 22, 2017, the prosecution asked to recognize Alexander Reymer guilty and sentenced him to 9 years of imprisonment with a fine of 1 million rubles.

Sentencing

For the announcement of the sentence, Alexander Reimer took almost a day. The court handed down verdicts simultaneously for the ex-head of the FPS and his accomplices, Nikolai Krivopalov and Viktor Odersenov.

All three were sentenced to punishment in places not so remote. Alexander Alexandrovich Reimer, whose photos are presented in the article, received a sentence of eight years imprisonment with serving a sentence in a penal colony. The judge who announced the verdict was Elena Averchenkova. She was visibly nervous before the announcement of the term for the former head of the FSIN. Alexander's wife was also worried. Relatives asked the defense to provide at least some assistance to the defendants.

Extenuating circumstances

In determining the punishment for Alexander Alexandrovich Reymer, the court took into account several mitigating circumstances: services to the Fatherland, participation in hostilities, the presence of a sick wife, and good characteristics from previous jobs. Instead of the nine years that the prosecution was talking about, Raymer got eight.

In addition to the main punishment of imprisonment, Reimer was stripped of the rank of colonel general. Nevertheless, some medals and awards were left to the former general, although the prosecutor asked for the opposite.

Meeting with dignitaries

In the form of an additional penalty, Reimer was awarded a payment of a fine in the amount of 800,000 thousand rubles.

Where is Alexander Alexandrovich Reimer

After the pronouncement of the sentence, the former head of the FPS was transferred to a place of detention to serve his sentence. Many are interested in the question of where Alexander Reimer is sitting. He was transferred to a colony designed to serve the sentence of former police officers of the Investigation Committee, which is located in the Kirov region in the city of Kirovo-Chepetsk.

Being at the post of the head of the FSIN, Reimer personally inspected this colony.He called the conditions in which the prisoners are found worthy. Ironically, he has to serve his sentence here.

Charges of Sexual Harassment

In the life of Alexander Reimer there were not only accusations of fraud, but also sexual harassment. His secretary, a woman of forty years in the rank of major, wrote a statement to the Investigation Committee with a request to protect her from sexual harassment by her immediate superior. Moreover, she claimed that her phone was tapped. She said that after refusing to have sex with Reimer, she lost her job and was forced to leave the departmental apartment.

Some members of the press suggested that they would try to substitute the general and remove him from a high-ranking post. Despite the fact that the rumors about the sexual adventures of Reimer were spread fairly quickly, no one presented any specific charges.

Biography of Raymer

The general himself and his inner circle refused to talk with the press on this topic. They did not want to comment on this situation, fearing ridicule at Aleksandr Aleksandrovich from the public.The investigative committee did not find evidence of criminal actions on the part of the general, and the charge was dropped.

Alexander Alexandrovich Reimer is a man who has achieved great success in his career. He was awarded several state awards, including the medal "For Services to the Fatherland."
